Abstract | Centri za kulturu su javne ustanove u kulturi čiji je osnivač Grad Zagreb. Na području Grada Zagreba pojedini Centri kontinuirano djeluju preko pedeset godina. Kroz vrijeme mijenjali su nazive, ravnatelje, djelatnosti, ali ključna uloga je ostala ista – biti mjesto okupljanja i konzumiranja kulturno - umjetničkih programa za lokalnu zajednicu i šire. Pravno su oformljeni tako da Centrom upravlja ravnatelj izabran na četverogodišnji mandat, a kojeg imenuje Gradonačelnik grada Zagreba. Svaki Centar ima i Upravno vijeće, također izabrano na četverogodišnji mandat koje nadzire rad ravnatelja i poslovanje Centra.
Kulturne programe kreiraju i provode stručni suradnici zaposleni u Centrima zajedno s ravnateljem ustanove. Provode se brojni programi različitih djelatnosti, od kazališne, likovne, plesne, glazbene i kreativne aktivnosti i tečajevi pa sve do međunarodnih programa za sve dobne skupine. Programi Centara financiraju se vlastitim sredstvima i u najvećoj mjeri iz proračuna Grada Zagreba te se svake godine podnose prijave na različite Javne pozive objavljene od Grada Zagreba i Ministarstva kulture i medija. Europski projekti su također sastavi dio poslovanja, mogući izvor financiranja i organizacije programskih aktivnosti pojedinih Centara za kulturu. Godinama su bili etiketirani kao ustanove na teretu proračuna s nedovoljnim pokrićem. U ovom radu provedeni su dubinski intervjui s ravnateljicama i ravnateljima Centara za kulturu o načinu rada Centra, ulaganju u ustanovu i obrazovanje zaposlenika koji na koncu utječu na kvalitetu sadržaja i vidljivost Centara. Takav način istraživanja bio je nužan jer pruža mogućnost uvida u stvarno stanje i pruža realne informacije iznutra o svakom pojedinom Centru za kulturu. Istraživanje je potvrdilo koliko su Centri za kulturu potrebni lokalnoj zajednici u kojoj djeluju i koliko su ozbiljni i kvalitetni programski sadržaji koje kreiraju i nude društvu. |
Abstract (english) | Cultural Centers are public cultural institutions founded by the City of Zagreb. Some of these centers have been continuously operating in the City of Zagreb for over fifty years. Over time, they have changed names, directors, and activities, but their central role has remained the same – to be a gathering place and provider of cultural and artistic programs for the local and wider communities. Legally, each center is managed by a director appointed for a four-year term by the Mayor of Zagreb. Each center also has a Governing Board, also appointed for a four-year term, which oversees the work of the director and the center's operations.
Cultural programs are created and implemented by professional staff employed by the centers, working in collaboration with the center's director. A wide range of programs is offered, covering various activities, from theater, visual arts, dance, music, and creative workshops to international programs catering to all age groups. The funding for these programs primarily comes from the City of Zagreb's budget, with centers submitting applications each year for various public calls issued by the City of Zagreb and the Ministry of Culture and Media. European projects are also an integral part of their operations, offering potential sources of funding and opportunities to organize cultural activities. For years, these centers have been seen as institutions reliant on public funds with insufficient financial coverage.
This study conducted in-depth interviews with the directors of Cultural Centers, focusing on the center's operations, investments in the institution, and employee education, all of which influenced the quality and visibility of the centers. This research was necessary as it provides insights into the actual state of these centers and offers genuine internal information about each individual Cultural Center. The research confirmed the importance of Cultural Centers to the local communities they serve and the seriousness and quality of the program content they create and offer to society. |
