Abstract
Prije ulaska Hrvatske u Europsku uniju bilo je potrebno urediti tržište same prodaje i distribucije plina. Raznim Zakonima i Direktivama Europske Unije unaprijeđeno je i donekle pravno uređeno to pitanje u Republici Hrvatskoj. Kako bi prodaja i distribucija plina povećala svoj doprinos gospodarstvu, potrebno je provesti još neke dodatne mjere kako bi tržište bilo u potpunosti slobodno i kako bi se cijena plina i srodnih energenata kreirala putem ponude i potražnje, a bez intervencije Vlade Republike Hrvatske kao što to radi danas. Liberalizacijom tržišta povećava se broj ponuđača i cijene se kreiraju prema kretanju na tržištu, što često pokazuje kako cijena plina pada/raste ovisno o stanju na tržištu. Liberalizacija tržišta plina u mnogim se europskim zemljama pokazala vrlo dobrom praksom jer su uglavnom cijene plina za krajnje korisnike bile niže, a poskupljenja koja se dogode, ne upiru prstom u političke odluke, već poslovne.
Abstract (english)
Before entering Croatia into the European Union, it was necessary to regulate the market of gas sales and distribution itself. Various laws and directives of the European Union have been improved and somehow legally regulated this issue in the Republic of Croatia. In order for gas sales and distribution to increase its contribution to the economy, further measures need to be taken to make the market completely free and to create the price of gas and related fuels through supply and demand without the intervention of the Government of the Republic of Croatia as it does today. With market liberalization, the number of bidders increases and prices are created according to market trends, which often shows how gas prices are falling / growing depending on the market situation. The gas market liberalization has proved to be very good practice in many European countries, as gas prices for end-users are generally lower, and rising prices do not point to political decisions but business.
